Find lists of unemployed workers to call on the phone

We have a digital product that we are marketing to unemployed workers.

The states don't like to give these out for the purpose of selling to those people which is understandable.

Where could I purchase such a list?

Due to legal reasons, neither states nor the federal government can sell this information or give it away in the form of Personally Identifiable Information.

I would instead recommend purchasing subscriptions to major job sites (Monster, Dice, Experts-Exchange, etc) much the way recruiters do and change the feel of the product from one for the unemployed to one for job seekers - you're going to get some of your desired demographic, but you could possibly get a greater return of responses leading to sales if you also interact with those seeking new employment.

You may also want to consider working with colleges and universities and their graduating classes.

That make sense. How do I do a comparison of those sites to see which ones would have the largest database with phone numbers.  It's the phone numbers we are after mostly.

For telephone numbers, I would think Monster would likely have the largest collection, though Dice would be a close second.  Realize both are geared heavily toward the tech sector and most tech folks prefer email for contact.
