Also Consider using Outlook as it is a vastly better tool and robust into the future. Free Microsoft mail tools keep changing.  Subscriptions are very inexpensive.

Install Outlook on the XP Machine and allow Outlook to grab the OE Email into a PST file. You can copy the PST file into the Windows 10 machine and import it into Windows Mail.

Keep the XP machine until you are done as you may need the EML files or counterparts from OE. PST files are much easier to deal with if you can use them.

I am not sure. It might. Outlook 2013 will certainly work in Windows 10. As far as I went in XP was Outlook 2003. You may need to get an old copy of Office on eBay.
