Internet bandwidth control

I have a small business network where I want to limit the bandwidth to each user, preferably being able to configure that in groups or via SSID where I could limit groups of users.  The current setup uses 2 separate unlinked BT Infinity FTTC lines with BT hub5 router where the users are split across both lines however on either line it only takes a few people to stream and the service clogs up. I'd like to be able to limit each person so if someone streams video it doesn't affect other users.  It would be nice to to be able to block sites such as youtube if I need to go down that route.  The network is not server based, merely laptops connected directly to the router with IP's assigned via DHCP.

Consider installing a proxy server that has bandwidth shaping.  You will need one that understands user accounts.  Untangle (https://www.untangle.com/shop/firewall/) has add-on modules that allow you to setup whatever rules you want based on users, computers, and the Web sites that they visit.
