Brand New Server 2012 R2 WSUS install - Connection Errors

Fully synchronized

However when I attempt to go and approve the 6043 security updates it faults on me.

See error below

The WSUS administration console was unable to connect to the WSUS Server via the remote API.

Verify that the Update Services service, IIS and SQL are running on the server. If the problem persists, try restarting IIS, SQL, and the Update Services Service.

are you using the internal database?
when i used that before, when approving, declining, etc. large numbers of items at once, that will happen.  i would just do a small number (a few hundred) at a time and it won't timeout like that
i don't experience that with SQL express now

I can not even get it to populate the list of items to approve/decline

Yes using standard defaults for install which I believe is the internal database
