Do you mean "SIM" card?  You need a plan from your ISP and then ask the ISP for the connection parameters.

I use one of these myself.

You use either the Mobile Broadband Connection Manager or ControlPoint Manager Software where you "dial" in to get a 3G/4G connection (should be part of one of the driver/sofware packages on the Dell E6500 support pages).
As said before, if it's not working (parameters not embedded on the SIM card), you need to search for the correct ones (usually on the support pages of the provider of the SIM).

This is provided by the ISP for the card itself. Sometimes you can get it from the SIM card manufacturer (ask Dell) but the ISP is the best source.

There are dozens of these cards and NO common software, so you need to be very specific right down to the SIM card model number.

Dell's E6500 support page:

http://www.dell.com/support/home/us/en/04/product-support/product/latitude-e6500/drivers/advanced

then the heading: Application (might need to select "Find Myself" first)
Dell Wireless 5540 Mobile Broadband Mini Card Application
