Is there a Fedex API that can be used to determine when a package is picked up?

Can FedEx web services be used to determine exactly when a package is picked up from a customer's location?

As for knowing exactly when the package gets picked up, it all depends on the FedEx person. If he scans it immediately then of course you will get an accurate time, if not then you won't see an update till he gets back to the hub at night.

You can set those alerts when you schedule the shipping from the website.

Yes it does. I was checking one of my package statuses and it has picked up.
