iOS10 and new device?

iOS 10 is planned for next month....does anyone think a new device will be shipped with it?

If Apple continues on its previous release path then yes.  What will be released and when and most importantly when you can actually get your hands on it is also a good question.  Apple tend to limit supple to increase the hype around their products.

Have a look at this buyer's guide which I always look at. This gives you some historical details on Apple's product release schedule.  This guide will give you an indication of all Apple products and when they might release a new version.

You did not mention which device you are specifically looking for. Generally a new iphone is released in September / October but in some cases iPads / ipad minis and even the ipod has also shipped a new version in October / November following an iOS update.
IOS 10 is out in public beta and all the articles I read (about a dozen) all say the same thing. iPhone 7 will come out with IOS 10 as will any new iPad.
Apart from iPhone 7 and new iPad Air, Apple might surprises the market with the launch of Apple own Virtual Reality (VR) platform. So, a new function of iOS 10 is Virtual Reality with unique VR accessory which works on iPhone 7 only.

Apple have acquried a number of firms on its VR project and it might name its new product line, say iWorld for how to see the world differently using Apple VR new products and iOS 10.

Besides, iOS 10 might make unique integration with Pokémon Go app for a better user experience using the new VR system.
