Eclipse MARs unable to start with exit code=13

I am using Eclipse MARs on a 64-bit Windows PC. It has been working fine for quite some time and just yesterday it bombed when I tried to open it with the exit code = 13 error (see image below for full error). I think a new 32-bit version of java was installed by another app that I needed for another purpose and now the ini file is pointing at the wrong version of java...maybe? I've been googling trying to fix this and haven't had any luck yet.

Any experts out there know how to resolve this issue? Thanks.
