Fresh Windows 7 SP1 install - can not install kb3125574

I wanted to install this update kb3125574 so that I don't have to install all the incrementals prior to April 2016, it fails to install saying that is not valid for my machine. It is the x64 version and the host is X64. What is the best way to get this installed? It is supposed to the the official "SP2" from Microsoft.


Full name is AMD64-all-windows6.1-kb3125574-v4-x64_2dafb1d203c8964239af3048b5dd4b1264cd93b9
