Are both Mac's running the same OS version?
I have seen one OS version respond differently to the same programs.

He is not getting a message that says no results. He has a message at the bottom that says searching but nothing ever comes up.

Cause
This issue may occur for one of the following reasons:
•Microsoft Outlook 2016 for Mac:
•Spotlight Search indexing is incomplete.
•The Profile name contains special characters such as the slash mark (/).
•The Profile or one of its parent folders are added to the Privacy tab in Spotlight.
•The Outlook 15 Profiles folder is not located under ~/Library/Group Containers/UBF8T346G9.Office/Outlook.
•The Spotlight Search index is corrupted.

Did you use Migration Assistant to copy his entire user profile?  That will usually make sure all the settings are copied over when you create the new account.

Since the accounts have been created already, you can also create a separate admin account, log out of the user accounts and rsync the old user account directory to the new user account directory.  That should copy over all the user preferences, settings, and personal data.
