The Help File for the InstallShield LE edition has a list of items excluded from the LE edition. See the section titled "Upgrading Project From Earlier Installshield Limited Edition Versions" >> "Upgrading to the Premier, Professional or Express Editions of Installshield".

Just a few of the items not included in LE are:

Dependency Scanner
Multiple Features
Define Setup Types
Feature Prerequisites

Towards the bottom of the page is the Editions section. In that section is a button that will show you the feature comparison for the Express, Professional and Premier editions.

You might try a Visual Studio setup project. If your version of Visual Studio (namely 2013) doesn't have a setup project type, you can download it from the gallery:
