getting message for installshield "This action is only valid for products that are currently installed"

After a struggle i have been able to create a setup exe in the folder "C:\bis\Setup1\Setup1\Express\DVD-9\DiskImages\DISK1"

For my project. But running it it says the message below

OK.  According to the message what you want to do seems to be only available for an update.  Check the documentation and create an installation not just an update.
