could it be a hardware issue?

i toggle screen rotate and smart screen rotate

Back up your phone and do a hard reset. See if that helps you.

 First you have to go into recovery (power off phone, hold power, volume up, and home, release power button when phone vibrates, DO NOT let go of the other buttons. It should say "recovery booting" in the corner) then when the recovery screen shows up, highlight "wipe data/factory reset" using the volume keys. Then press power button to select. Once done, reboot the phone by highlighting "reboot"

If that's the case. Try uninstalling apps from newest to oldest 1 at a time and see if that fixes your problem. I was reading some apps may cause this as well.
