Private cloud on windows

Dear experts, i would build a private cloud on a windows server. I would share files, sync them with customer hard disk, maintain users and permissions. I have to share these file on Windows, android, IOS for about 100 users.
Does someone know some software who can do this (included payement software). It is for a professional use.
