You used to be able to save an HTML file and then apply it as the background.  But Win 10 won't allow HTML files, only image files.
 
About the only thing I can think of is to save the URL to Favorites (IE) to to bookmarks bar (Chrome), then drag it onto the background as an icon.  You can change the icon to whatever you might want, picture wise, by selecting another ICO file.
