Exchange 2010 out of office & Forward emails

We have a staff (staff1) left.
I have forwarded his emails to staff2, disabled the option "Deliver message to both forwarding address and mailbox".
And turned on out of office from OWA.

My question is how can people receive out of office message when they sending emails to staff1 without emails actually landing to staff1 mailbox, but only forwarding to staff2.

Exchange will not send OOO message without receiving mail in the mailbox.
You will have to tick "Deliver message to both forwarding address and mailbox" for Exchange to send OOO message.
If you want you can enable "Deliver message to both forwarding address and mailbox" and create a rule to delete emails after receiving.
