Error when activating windows server 2008 R2

I am trying to activate a reinstall of Windows server 2008 R2 Standard Edition and I get an error message with the code 0xC004C781 and the description "The activation server reported that it failed to update product key record"

Thank you for any suggestions you may have.

Thank you John but there is no option to activate by phone.  And the only phone numbers I can seem to find our for volume licensing.

Ask for a person and explain your problem. If they cannot help, they will patch you through to someone who can.

Yes, I to Googleized the support number and got the one for volume license support for Canada Canada which I went ahead and called and just worked through the menus and got to a person and found out that actually the activation server is down.  So this time it's not my fault! :-)
