How do I remove all Safari bookmarks and start my Bookmarks afresh ?

I would like to remove all Safari bookmarks and start my Bookmarks afresh since they are currently in a mess!
I use an Apple iMac late 2015 21.5" 3k retina 3Tb Fusion drive iMac running El Capitan currently.
I have installed  an app called Safarisort which does help to sort the bookmarks but I really wish to start my Bookmarks afresh after removing all the current ones. I do use iCloud and sync my iPhone and iPad with the iMac.
I also moved the Bookmark plist in the Library to the desktop and although this did remove the Bookmarks. they reappeared.
The Bookmarks have been imported into both Chrome and Firefox browsers besides exporting to my external HDD.

John, you're on the right track!  It sounds like what's happening is your iCloud account is setup to sync your bookmarks to your computer- so even though you removed the bookmarks plist file (the right thing to do), you still have to turn off the iCloud bookmark sync.  You can do this by going to the Apple logo in the top left --> System Preferences --> iCloud.  From there you can just uncheck "Safari" if you'd like to just stop the synching altogether.

If you instead want to clear your synched bookmarks (so they are fresh on all of your iDevices), you can do that too.

Here are the steps:
  1. Turn off bookmark sync on all of your iDevices
  2. except your iMac
  3. Backup current bookmarks on Mac if you want them saved, which it sounds like you've done
  4. Go into your safari bookmarks by opening safari and going to bookmarks, edit bookmarks.  Select all (you can use command + a for this) and delete them.
  5. Wait for your iCloud to sync the changes, then turn bookmark sync back on for all of your iDevices :)
  6. Celebrate!  You now have a synced bookmark setup with a clean slate.
