I have to admit the Google Drive Sync is awful... I use it day to day aswell.

What have you tried out of curiosity?

Hi Rizzle,

The question is, 'what haven't I tried'. The only time I can get it to sync is when I'm on my home PC ..... oh that's given me a thought....

Rizzie,

My theory of a firewall as the cause wasn't the case.

The thing I don't understand is the one place where you think it would sync is on the web! But when I access my google drive via the web the files aren't sync'd there either.. what is going on?????

Generally when files are unable to sync it's because they're in use/locked by another application. Since this appears to be a file of Kutools, an Excel add-in, it could be that it can't sync when Excel is running.
Try to close all applications and then sync the files again. If that doesn't work, start your task manager and check if the program is running and what is keeping it active.
If you don't need to have this file backed up, I would recommend removing it from your Google Drive folder. You should really only put files in that folder which should be available online, and/or backed up periodically.

As I was requested to close this question, and no other possible solutions have been provided, I propose my solution is accepted as the most plausible answer. If there are any objections please provide feedback, if so preferably with a better solution.
