"Internal only" email on Office365

I administer a site that uses Office365 for email. It is NOT AD integrated.
A request has been made to set up a user mailbox that can only communicate with others in the company. Ie, Fred@company.com can send to firstname.lastname@example.org, Joe@company.com, George@company.com, and also receive email send to him form these people. Fred@company.com CANNOT send or receive email to/from Jill@someothercompany.com, Tony@yetanothercompany.com ect.
Can this be done?
