Local GPO Error.  Administrative Templates.  Encountered an error while parsing

I have a windows 7 sp1 machine, 64bit.  It's a fresh install.  I installed ie11 on it.  It is joined to the domain.  I am trying to edit the local group policy for a specific local user and when I open the MMC, I get the error Encountered an error while parsing, I will attach a screen shot of the error.  In the GPO I am missing User-Administrative Templates - Windows Components - Internet Explorer.  I tried doing a second fresh install of Windows 7 but I got the same error and am still missing Internet Explorer in the template.

According to the error in the printscreen , inetres.admx is either corrupted, or it's mis-matched against its corresponding ADML file.  You'll need to get a fresh, clean copy of inetres.admx and inetres.adml to resolve the problem.
