I would like to add/publish a stand-alone Windows 2008 R2 Session Host to 2012 R2 RDWeb?

is it possible? (static add rdp?)

I would like to publish the full desktop... not a remoteapp.

You should probably specify that. The easiest way to do that is to publish the MSTSC app on the 2012 server as a remote app, configured to automatically connect to the 2008 server.  https://blogs.technet.microsoft.com/infratalks/2013/02/06/publishing-remoteapps-and-remote-session-in-remote-desktop-services-2012/
