IE11 CSS issues

I am using a template for my website and with IE11 the navigation bar doesn't work outside of compatibility mode. I don't want users to figure out how to turn on compatibility mode and just navigate to the site. The URL is http://risr.hci.utah.edu and attached is a screenshot of the error some users are getting (not all).

I checked the site on my Edge and it worked fine... I did not have to turn on any modes... My Edge is as I got it... means I have not changed any setting yet.

This is what users are seeing. My IE11 works just fine, but I've had three users complain about what they are viewing.

try adding this meta tag in page after line 11 in your page

<meta http-equiv="X-UA-Compatible" content="IE=edge">

you can ask the people having problem to test again after adding code.
