Network design considerations for Peak time

Hi;
Our client needs network that can handle peaks (large files) in file transfer, What consideration should be provisioned in MPLS network to handle such situation? The average / 95th percentile traffic consideration for BW design is not adequate, because of the sharp peaks that can come in suddenly and in spurts. Riverbed is not effective b/c of non-cache-able data. Please  advise.

The average / 95th percentile traffic consideration for BW design is not adequate  <-- So mathematically, you need infinite bandwidth.

Work out the top peak bandwidth requirement and purchase bandwidth capacity that gives you that peak at all times 24 hours per day.

Thanks .. Is there something we can do @ QoS level to help w/ the situation?
QoS will not solve peak bandwidth (not so I have seen). It can help level out usage but that is not what you want.

So, For this case, we may even use the basic internet.. no QoS, no shaping etc.
