Crystal Reports data selection

I have a Crystal Report that pulls from a table that has columns for 1.) Accounting Period and 2.) Accounting Year.
I need to be able to set a parameter for both of these (ex. 05/2016) and have the data from all previous periods populate the report.  What happens now is that if I select period 05 and year 2016.  It only populates with data up to period 05 of every year.
How can I fix this?

Do you have a criteria for the year  in record selection formula ?
Something like <your year field> = {@year}

Try this

(
{Accounting Year Field} = {?Year}
and
{Accounting Period} <= [?Period}
)
OR
{Accounting Year Field} < {?Year}
