Set up notificataion or alert from a website

Is it possible to set alert or notification for a website when a specific keyword is entered or added?

A client wants to get alerts from a Procurement website whenever a tender is uploaded.

He is already using Google Alert but does not get alerts from that website.

Any suggestions?

If you are also using Google Analytics, I would add a daily intelligence alert email based on whatever it is someone does on that Procurement website page.

Within Google Analytics, goto Intelligence Events / Daily Events / Create a Custom Alert

(there are also settings for Weekly or Monthly, but I picked Daily since you want an email as soon as it happens)
