Windows native way of permitting users to run certain programs & services only

Above url gives a method to lock/prevent certain programs from running.  What
I need to permit only a list of programs, processes & services to run, both controlled
from GPO as well as local GPO (ie my users don't have local Admin rights).

I'm on Win 7 (Pro) & Win 10 (for mobile devices) & a custom version of Win XP
(for ATM machines)
