Question about gmail accounts and Android

Is there a good way to use a sort of admin gmail account for Android devices that we issue to user.  We just have this regular old gmail that we use on everybody's phone to complete the setup.  Basic Android setup and administration ideas would be helpful.
is there any service (hopefully free)  that google offers that kinda manages phones by an administrative google account?

Not really any good free ones, but AirWatch is one of the best ones out there...
