When you log into Windows 10 Mail, do you get a security window and a text or some other form of communication with a security code? That is normally how Microsoft sets up its new users.

so all you need to do is put in your mail address and pasword
you can skip this during the install though - if needed

When you click on Verify, you need to enter the mail address you originally used as verification address when you setup the hotmail account, or the mobile phone number which  you used when you setup the hotmail account. A code is then sent to that mail address or via SMS to the phone number. You have to enter that code into the verification screen.
