How can i default all characters in PostgreSQl to CAPITAL

I am trying to ensure that database contains only capital letters
Can this be specified at the database level so that even if lower case characters are
entered ,  the database stores it as capital

Or do i have to enforce this in my programs ??

A database setting would be much neater

Unfortunately there is no database settings that can enforce that uppercase rule and you will have to add check constraints on each "text" holding column, triggers and trigger functions to convert/populate columns with uppercase instead of what's being sent to the database. Please do a search on google for "questions/102957/postgresql-force-upper-case-for-all-data" in order to get more details/code sample  how to achieve that.
