ASA in Multi-Context

We have a ASA 5525 firewall which is in multi-context mode and I am trying to configure site to site vpn but I need to first create another resource class, i have followed this guide:

But I keep getting this:

   limit-resource vpn other 700
       Cannot set the limit. Total resources required is 10000200 which exceeds the system capacity of 750

show activation-key is showing as:

Other VPN Peers                   : 750            perpetual
Total VPN Peers                   : 750            perpetual

anyone?

That is a license error. Based on what you're showing you're only allowed 750 VPN's. But you're asking or trying to configure it for more than what you're allowed.
