is  there any way to make fast synchronization in online mode outlook2013

What do you mean? In Online mode Outlook doesn't synchronize anything (it event doesn't create local OST cache), it just works with the server directly. So, no. The only way to improve the speed for Online mode is to upgrade the server and connection speed.

I mean i just want to sync the Address book like i want to disable cache mode and sync my Global address list at user end with faster time.

You can't really do anything here on the client side. It's all up to your server and connection speed.
