edge and internet explorer 11

i am rolling out workstations with windows 10 os.   i have some workstations that support multiple users... different work shifts etc.
I need to set the default browser to ie 11 and get rid of edge......  for all users that login
whats the best way....
wanting to avoid group policy if possible

It is used for a lot in Windows 10 and is very deeply embedded

Set IE as the Default Browser and Edge NOT. Do this via Default Program Settings.

You cannot eliminate or uninstall Edge. It is part of Windows 10, used by Windows 10 displays and is totally built in.

a way to do this behind the scenes without the user logged in?
powershell script or something

You either have to set it or use a Group Policy to set defaults if you have GPO's in operation. For our small clients, we just set it.
