OSX El Capitan Word 2016 PowerPoint 2016 Excel 2016

When opening Word / Excel / PowerPoint 2016 documents on iMac we get the following error "user does not have access privileges when opening blah blah documents"  

I have tried deleted com.microsoft.office.plist
Installed all necessary updates on Office
Run a repair from the cmd line in El Capitan

Error still persists.

Where are the Office documents located? Is this about one user on one iMac or more users? Did this work before, did you change anything maybe?

Can you open these files if your copied directly to your new folder on the desktop shows?
Alternative is to create a series new folders on your iMac and copy & paste from the cloud to your device.  I have seen this sort of issue before when a file is created using the FAT on Windows and then transfers to the Mac and cannot open.

Find out from your supplier why the Knowhow Cloud is denying you access to your documents.

I've tried copying to various places and the problem is the same.  I've downloaded them from emails and then copied them to external drives which the user has full permissions to.
In regard to the applications folder and the Microsoft apps the permissions are was follows
system read and write
admin read and write
everyone read only
