OSX El Capitan Word 2016 PowerPoint 2016 Excel 2016

When opening Word / Excel / PowerPoint 2016 documents on iMac we get the following error "user does not have access privileges when opening blah blah documents"  

I have tried deleted com.microsoft.office.plist
Installed all necessary updates on Office
Run a repair from the cmd line in El Capitan

Error still persists.

I've tried copying to various places and the problem is the same.  I've downloaded them from emails and then copied them to external drives which the user has full permissions to.
In regard to the applications folder and the Microsoft apps the permissions are was follows
system read and write
admin read and write
everyone read only
