What is the constant for this and how is it used to vertical align cell in a Word table?
Can not find a reference that has it.

Constant is 3

Assuming otbl is a reference to a word table this would bottom align text in Row 2 Column 2

 otbl.Cell(2, 2).VerticalAlignment = 3
