Mail clients interpretation of HTML is behind the times - you need to code the html using older techniques to get it to work.

Can you post some more information (screenshot) on how it is not working.

Show us what you would like it to look like
Show us what it actually looks like
Show us your markup

This worked for me. I reformatted your code - there were a couple of missing closing tags which might have been causing the problem. I also added a doctype.

NB I had to change the location of the image - yours is not accessible which makes it a bad idea for use in a signature as I suspect only you will be able to see it.

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2//EN">
<html>
<head>
</head>

<table cellpadding="0" cellspacing="0" border="0" style="background: none; border-width: 0px; border: 0px; margin: 0; padding: 0;">

I think I understand the question - you are wanting to know where to get the image from.

What you do is in your signature folder make a folder with the same name as the signature and put your image file in there. Then change the path of the image in the html to be <folder you created\<image name>
Outlook will put the image in the signature.
