Hi, every time I cast something to the TV, I get a message saying ......  "Screen Casting is not optimized for this device; your experience may vary".  What end up happening is that no matter the size of the TV, the display does not use up the entire TV screen.  However, when I use my Samsung phone to cast, it utilizes the entire screen. I've looked at the manual but can't find any reference to optimizing.  Is someone familiar with this? Thanks for your help.

My wild guess is that your SAMSUNG phone is running Android 5.

Are you using Screen mirroring for your SAMSUNG tablet?

What is your cast device?

It is normal that you will not see the mirror screen on the entire TV screen of your TV  as the aspect ration is different.

For your tablet, the screen resolution is 2048 x 1536. The aspect ratio is 1.333.

Galaxy Tab S2 9.7 spec

For your phone, the screen resolution is 1920 x 1080 (S5) or 2560 x 1440 (S6). The aspect ratios are both 1.777.

SAMSUNG Galaxy S5 spec
http://www.samsung.com/hk/consumer/mobile/smartphones/galaxy-s/SM-G900FZWATGY

For your TV, most of them are of screen resolutions of 1080 x 1920. The aspect ratio are both 1.777 when you screen cast your phone at Landscape mode.

To conclude, it is pretty normal that you will not see the mirror screen from your SAMSUNG tablet on the entire TV screen of your TV using tas the aspect ration is different.

However, when you play a video on your tablet, the entrie screen of the TV will be filled up. There is nothing you can do for the display of other apps using the entire TV screen.

Details are in the link below.
