Reseeding Exchange 2010 DB

Does reseeding cause issues with the transaction logs growing, or not and if so should i enabled circular logging?

Yes you can but make sure that you can only restore database last backup.
if you are using backup solution in your organization then u can enable otherwise it will high risk.

I will be reseeding from another passive copy, i will not be restoring from last backup. So is there concern with the transaction logs growing too large on the target DB. The DB being reseeded.
