I have a checkbox list on an App I inherited using a Bootstrap MasterPage

My checkbox list will not select each checkbox
It will only select the last item in the list no matter what I check.

I cannot change the bootstrap
How do I change this on the COntent page to the default action on a checkboxlist?

<asp:CheckBoxList ID="ckPreScreen" runat="server" RepeatDirection="Vertical" CssClass="icheck local" ></asp:CheckBoxList>

Where are your items in that list?
<asp:ListItem>Item 1</asp:ListItem>
<asp:ListItem>Item 2</asp:ListItem>
...
