Unable to add a printer in Windows 10

I am not able to add a printer, and the print spooler keeps crashing. No printers show up under print management. I tried setting RPC to start automatically with no luck.

What printer model. Is the printer made for use with Windows 10? Did you get a Windows 10 driver for it?

Most modern HP and Xerox printers work fine with Windows 10.

It is a canon, and the driver worked fine last week. There is an HP printer and an Oce copier and both were working fine.
However, now, I am not able to print at all
Go to Devices and Printer and remove all offending printers. Go to Printer Server Management, Drivers tab and remove (delete) the associated drivers.

Close out, open an admin command prompt and run SFC /SCANNOW. Allow to complete and close out.

Now shut down (power off), start up and install a printer.

Does that work?

I'm thinking of a win10 problem I've come across a couple of times.  Before I go  further,  one question: if you print with the PDF of  XPS driver, do they create a file?
I ran sfc /scannow and it did  not find anything wrong. Also ran DISM.exe with an online scanhealth and it returned without any errors

I was not able to add or remove printers since no printers showed up under print management
I did not try to print to PDF of XPS
what I wound up doing is going scorched Earth, went to settings, recovery, and reset this PC
the reset resolved the issue, but it is a last resort.

I tried to rebuild the print spooler, failed

I tried a system restore and that did not fix it either

Now i am in the process of reinstalling my applications, I use one drive , and file history so I am not worried about my documents

this is known issue in windows 10. I have the anniversary update, have been printing without issue

One thing I can mention I have a surface book. I tried to do a windows repair. Here is what I experienced twice

I booted to the windows 10 cd, selected the repair my pc option which brings you to the same menu that settings, and advanced start up, I was never able to actually run a windows repair from the media, so reset this pc was my only option

Never had a printer issue like this, and never faced having to reset windows either

If sfc /scannow doesn't find anything wrong, nor does DISM /scanhealth
how do you determine something is seriously wrong?

The only issue was related to the print spooler crashing and not being able to add or remove a printer
You can Refresh Windows 10 and Keep Everything without losing a step. It is easy to do and this is why I suggest it. It is often the fastest way.
