Windows 7 not updating & Windows Defender can't start

I have a Panasonic Toughbook CF-19 with Windows 7 Pro - SP1; 64 bit OS.  This unit was recently refurbished and Windows 7 reloaded on it.  However, Windows 7 was never updated after re-installation.  

This is what I have found and they are related...

WINDOWS DEFENDER

Windows Defender will not start...

I open up Windows Defender.  Select Start now.  It churns for several minutes... and then eventually a message pops up...

"Windows Defender... The is operation returned because the timeout period expired.  (Error Code: 0x800705b4)"

I then got to SERVICES... Scroll down to Windows Defender...
It is in a STOPPED service Status...
I have Startup Type as AUTOMATIC...
I select START...
It starts for a second and then goes back to a STOPPED service status...


WINDOWS UPDATES

So, when I go into Control Panel, System and Security, Windows Update, it states...

"Check for Updates for your computer".  
Most recent check for updates: Never
Updates were installed: Never
You receive updates: For Windows Only
Settings are set to install updates automatically... Everyday... 3:00 am

I manually select "Check for Updates" and it states "checking for updates".   However, it never downloads any updates and installs them.  
It also never downloads updates automatically at the time is listed.

The time and date, time zone and date is correct.

There are no errors in the device manager.

The Windows Update Properties service is started and running.

It just won't load updates.

Suggestions?
