Logon script does not run until 3-5 mins after user logon.

I configure my GP to start a script when user logon to a Windows 2012 RD host.  I have realized that the script does not run after 3-5 mins.  

After some research, I see this is an expected behavior - https://support.microsoft.com/en-us/kb/2895815

Our domain controllers are Windows 2008 and we have a lot of Windows 2012 servers in the domain.  Base on the resolution of the above link, I need to disable the "Configure Logon Script Delay" under Computer Configuration\Administrative Templates\System\Group Policy.  

However, I do not see "Configure Logon Script Delay" when I navigate to that location in my GP.

Do I need to download and import "Administrative Templates (.admx) for Windows 8.1 Update and Windows Server 2012 R2 Update" -
https://www.microsoft.com/en-us/download/details.aspx?id=43413 for GP to manage the Windows 2012 servers?

Please advise.
