2 lines one phone
What is the best option for double lines on a mobile device. we are looking to be able to use without wifi/mifi if this is an option. We would like to also be able to see not only the number coming in but if it is a personal or business call. Our main carrier is Verizon.

You should probably talk to Verizon, but until you do, check out Google Voice.

we already researched google voice and it does not accommodate our needs. Google voice needs to be linked with google plus and does not show number AND whether it's a business or personal.
I did call Verizon and they are coming out with something but it's still in the works, won't be out for another 6 months.

Unfortunately without Wifi or Mifi, on Verizon there are no options out there for two lines on a single phone. What you'd probably be looking for is a dual-sim phone.
Supposedly Verizon is switching to a GSM based network to support faster data. If that's true, you can get unlocked dual SIM phones that may be able to work on Verizon networks. I'd start by researching phones on phonescoop.com (and use their phone finder with ALL options).
