Why won't Chrome connect to HTTPS sites

On my windows Server 2012 R2 server the Chrome browser suddenly will not connect to any https sites.

Can you access the HTTPS sites from any other web browser on there?

If so, have you tried reseting the settings for Chrome to factory defaults?

If you create a new account that can log onto the server, does this have the same issue?

I can't access HTTPS sites from any browser.

I just reset Chrome to factory default with no resolution.

A Server restart just resolved the issue.
