May be good to verify the version to inspect this type of tunnel protocol

Starting at v7.5, Websense Security Gateway (WSG) has provided the function "Tunneled Protocol Detection" in order to analyze web traffic for application protocols tunneling over HTTP and HTTPS which could block YouTube without Network Agent.
Click on Policies.
Click on the policy which is in use and it will lead you to the "Edit Policy" page.
Under "Protocol Filter," find Streaming Media > YouTube.
Highlight "YouTube" and click on "Block" button.
Hit "OK" button and "Save All" will turn yellow.
Click on "Save All" to save the change.

I am suspecting if those unblock traffic is categorized differently hence it passed through or there may be category manually assigned to pack YouTube. Will be good if there are log to show what category Youtube traffic falls in. Like Viral video, Education video, Entertainment video etc in Streaming Media ..

There is new category as per this e.g. Social Web - YouTube (for Web Security Gateway ), Bandwidth - YouTube (for Cloud Web Security Gateway )

What if you access by HTTP or it will always default to redirect to HTTPS? if the former is not blocked even then it ia not about HTTPS at this juncture. For the latter case, then can check this out to see if Websense is proxying https instead.
