Missing Crypto Commands

Anyone know why my new router would be missing crypto commands? It's a 4331 k9/ISR. See below of what is available.Crypto-Commands-from-4331.JPG
This is what I'm used to seeing.

You most likely have IOS version 15. It requires a separate license for VPNs. Do "sh license". What you can do is downgrade to 12.4.

If you are suppose to have securityk9 license than you would have to contact Cisco licensing and explain that after RMA, your license is missing.

Here is the link to explanation of CIsco licensing:

I don't see it in the list. I never worked with 4331 ISR so wouldn't know for sure but maybe it doesn't follow the rest of the routers in the ios version progression.
