WordPress AWS: site goes down

My site was down yesterday and when my developer restarted it, all was fine. Now it's down again.

I have admin access and AWS root access.

What is the logical next step? It seems like an AWS problem.

How do I restart the server?
How do I contact them to find the problem?

How do you know it's an AWS problem?
Did you size the AWS instance to the amount of traffic your web site gets?
Do you have monitors on CPU usage, network usage, and disk space?
Do you look at your access logs and php errors?
Do you have the latest Wordpress version? Apache? Mysql? Php? Was the server built from scratch, or was it restored from the developer's image?
Your first point of contact should be your developer. AWS provides support only if you buy technical support from them.
If you use AWS just to  run a wordpress site, have no operations team with AWS knowledge, and your developer is strong on Wordpress themes but weak on Linux configuration, then stop right now.
Go get a hosted wordpress plan, pay between $5 and $30 a month and sleep well at nights.
Ask on EE for wordpress hosting recommendations.
