iOS Upgrade to 9.3.5 failing

I have a user with an iPhone 4 running iOS 8.1.4. It has just under 1GB free space left.

He is trying to upgrade to 9.3.5, but cannot - when installing receives an error saying "An error occurred downloading 9.3.5"

Any ideas?

I assume it's a 4S since the iPhone 4 can't handle iOS 8 either... meaning this is a space issue, right?

Or they are infected with Pegasus!

4s can handle IOS 9 as I posted earlier. But space is definitely the issue (also as I noted earlier). Dump some stuff.

Update via OTA always just tells you it fails with no specific answer.
