Terminal Server stopped working

We have a client with a Server 2008 RD Terminal server that has worked fine for years, and we have not made any changes to the server, but now it stopped working.  All users, including the Admin, get the You must be granted the Allow log on through the Terminal (or Remote Desktop) Services Right... message.  I  checked all groups, security, Group Policy, etc and everything looks fine, no deny settings anywhere and nothing in logs?
