There are so many issues with vCenter Server for Windows at present, it's recommended you spin up and create a new VM, with Windows 2012 R2, and re-install from scratch.

or switch to the vCenter Appliance.

or, uninstall the existing vCenter Server, and re-install, using the same database.

Yes, and so do we on a daily basis, with client calls!

if you rollback, to a backup does it work, you've not changed anything on the Windows VM, e.g. Windows updates

You want to start with a fresh computer, SO ALL vCenter installs it's installed but leave the DB, are you using SQL Express, which came with vCenter Server install ?

Everything is stored in the same DB, if you use the same DB.

if you are thinking of going to 6.0, dump vCenter Server for Windows, and go to the appliance.

1. VMware have made it known vCenter Server for Windows is deprecated, and the future vCenter Server will only be for the Appliance. (Announced at VMworld 2015, Barcelona)

2. Windows is buggy, require Windows updates, which affects the stability of vCenter Server.

3. VMware now recommend the appliance over Windows.

4. Appliance has now come of age, and is far superior, than vCenter Server for Windows.

5. VMware have far better control over the shipped Appliance, than Windows OS.
